Helmut Schmidt Programme (DAAD Scholarships)
Helmut Schmidt Programme (Master’s Scholarships for Public Policy and Good Governance)
Since 2009, the DAAD Helmut Schmidt Programme (formerly known as “Public Policy and Good Governance Programme”) has been supporting future leaders from Africa, Latin America, the Middle-East, and South- and Southeast-Asia who want to promote democracy and social justice in their home countries. The programme, which is funded by the German Federal Foreign Office, offers the chance to acquire a Master’s degree in Master programmes of particular relevance for the social, political and economic development in the students’ countries of origin. In the light of the principles of Good Governance, highly qualified graduates with a first academic degree are being educated in political science, law, economics and administration and prepared for future leading positions in their home countries. In addition, the scholarship holders will hopefully continue to be qualified contact persons for German politics and economy after their return. University of Applied Sciences Osnabrück admits up to ten scholars every winter semester to the Master’s programme “Management in Nonprofit-Organisations”.
Helmut-Schmidt-Programme scholarships are being provided for the following countries:

In addition please keep in mind that your application is not eligible if you have been in Germany for more than 15 months continuously at the time of your application or if your last academic degree is older than six years.
Important information: The Master's programme will be switched to English for the winter semester 2024/25, subject to the final decision of the Accreditation Council. For your application you need an English B2 certificate.
All information about the required documents for application are available on the DAAD website.
Language skills
For your application you need a proof of English B2, if English is not your native language. If the medium of instruction has been English during your BA studies, a letter from your former university that certifies that the medium of education has been English, is a sufficient proof, for an application at the University of Applied Sciences Osnabrück. A further language certificate is not necessary in this case.
Alternatively, the language competence can be proven by the original certificate or a certified copy of one of the following tests. At least the scores or grades listed must have been achieved. These test results must not be older than three years at the start of the study.
- IELTS (5.5, 6.0, 6.5)
- TOEFL iBT (94-72)
- TOEFL PBT (626-543)
- TOEFL ITP Level 1 (626-543)
- Cambridge Preliminary English Test + Result Distinction (PET)
- Cambridge First Certificate in English + Grade B or C (FCE)
- Cambridge English: Business Vantage (BEC Vantage)
- Cambridge English: Legal (ILEC)

- Pearson PTE Academic: PTE Academic 75-59
- TOEIC Listening and Reading Test (944-785) + TOEIC Speaking Test (179-160) + TOEIC Writing Test (179-150)
- telc: telc B2 Certificate
- UNIcert: UNIcert II
- Cambridge IGCSE: IGCSE 1st Language with B2 (average); IGCSE 2nd Language with B2 (average)
With the mandatory DAAD-funded German language course, you will have the opportunity to build up/improve your German language skills in the six months prior to the start of lectures. This means that you can provide your German A1 proof within the framework of this language course. A German language certificate is not required for the application. If you already have German language skills, just add the proof (voluntarily) to your application.
