In our dual Bachelor’s program in Public Administration, you will combine law, economics, and societal issues through a diverse, practice-oriented curriculum that includes scheduled practical phases within a public agency. Over the course of just six semesters, you will learn how to confidently apply legal principles, design administrative processes, and advance public institutions amidst the digital transformation. You will alternate between university studies and day-to-day work at a public agency, gaining valuable professional experience from the very start. Together with our partners in state and local government, you will prepare specifically for a career in the public sector. A unique feature: throughout your studies, you hold the status of a civil servant candidate (*Beamter auf Widerruf*) and receive a monthly allowance.

The dual degree program in Public Administration is a collaborative venture between Osnabrück University of Applied Sciences and the hiring authorities – specifically, the State of Lower Saxony and numerous local municipalities in the region. The program is structured so that each theoretical phase during the semester is followed by an 8- to 10-week practical phase at the respective hiring authority.
You must apply to one of the cooperating hiring authorities for the dual degree program in Public Administration before your studies begin. Admission to the program is granted once you have been selected by a cooperating hiring authority and nominated to Osnabrück University of Applied Sciences. The selection process conducted by the cooperating partners begins more than a year prior to the start of the program.

Career prospects
The degree program qualifies you for general administrative service within the public sector. Upon successful completion, you will be awarded a Bachelor of Arts (B.A.) degree and the Lower Saxony career qualification for "Career Group 2, First Entry Level" in the General Administrative Services stream (formerly the *gehobener Dienst* or higher administrative service). Obtaining this qualification opens up a career path leading to civil servant status.
