The Federation and Länder (federal states) set up a new, nationwide digital application platform, which will be available at www.einmalzahlung200.de .
The nationwide application process for the one-off payment under the Students’ Energy Price Allowance Act (EPPSG) is expected to be opened to all eligible applicants from March 15th. Application will be possible until September 30th, 2023.
All students at Osnabrück University of Applied Sciences have already been informed by email on March 15th about information on their access data and the application process.
Your personal access data (access code and PIN) will now be displayed on the intranet under INTRANET>>eCAMPUS>>STUDIENSERVICE>>ENERGIEPREISPAUSCHALE .
When using a mobile device, you must open the menu item "Studienservice" (+) and then the menu item “Mein Studium”. There you will find the area "Energy Price Allowance" (Energiepreispauschale)".
You will find answers to questions about eligibility and about the application process in the FAQ: https://www.einmalzahlung200.de/eppsg-en/frequently-asked-questions
Under the Students’ Energy Price Allowance Act (Studierenden-Energiepreispauschalengesetz – EPPSG)
the following groups can apply for the one-off payment:
Students in Higher Education who
- were matriculated at a higher education institution in Germany on 1st December 2022, and
- were resident in Germany on 1st December 2022
International students (also: international visiting students), students in a dual study programme (duales Studium), part-time students and students taking a semester-long leave of absence (Urlaubssemester) in winter semester 2022/23 are entitled to the one-off payment, too.
Only guest auditors (Gasthörer*innen) and participants in certificate programmes without matriculation are not entitled to apply.
- To log in at the application platform, you will need a BundID account, which you can create from now on.
- From March, 15th: Provision of individual access code by the university via the new intranet of Osnabrück University of Applied Sciences.
- From March 22th (7 days after the access code was provided): Provision of a PIN via the new university's intranet for people who cannot set up a BundID account with an eID function or alternatively with a personal ELSTER certificate.
- After receiving the individual access code (or the access code and the PIN, see 3.): Application at www.einmalzahlung200.de
To log in to the application platform www.einmalzahlung200.de, you generally require a BundID account to which you have added one of the following types of identification:
- The electronic identification (eID) function of your German identity card, your electronic residence permit, or your German eID card for EU citizens (Unionsbürgerkarte), or
- Your eID from your EU home country, or
- A personal ELSTER certificate.
A BundID account is a federal user account. It enables you to register for many e-government services.
Detailed information and instructions for setting up such an account can be found at www.einmalzahlung200.de/eppsg/en .
The task of Hochschule Osnabrueck is to provide all students who were enrolled at our institution on December 1st, 2022 with an access code, which the students need as a personal key to access the application.
You only need the PIN if you do not have an electronic ID (online identification function, European eID, ELSTER certificate). In this case, please create a BundID account with a valid email address. After receiving the PIN, you can then submit your application using the access code, the PIN and the BundID account.
Important note for those who have already exmatriculated: If possible, call up your access code/PIN on the university’s intranet by April 15, 2023, as access to the intranet may no longer be possible after that.
For those students who cannot set up the BundID account with the online function of their identity card or alternatively with an ELSTER certificate, we will also provide a personal PIN separately via the intranet with a time delay of 14 days after the access code has been made available. When using an access code and additional PIN, it is then sufficient to simply register the BundID account with a user name and password.
With your BundID account and the access code provided by the university of applied sciences (and possibly the additional PIN), you can then submit an application at www.einmalzahlung200.de .
If you have already been exmatriculated but were enrolled at Osnabrück University of Applied Sciences on December 1st, 2022, the following must be taken into account:
- Exmatriculated students who still have valid access data for the university account can get the access code or PIN for the application via the intranet of Hochschule Osnabrueck (former: OSCA). The university account can currently be used for 90 days after de-registration.
- Important note for those who have already exmatriculated: If possible, call up your access code/PIN on the university's intranet by April 15, 2023, as access to the intranet may no longer be possible after that.
- Exmatriculated students who no longer have a valid account must contact the Registrar's Office to receive the access code by letter.
We will inform these exmatriculated students separately about the procedure by e-mail.
The one-off payment is not subject to income tax. It is not taken into account in means-tested benefits or social benefits.
Forms of financial assistance provided under other laws do not affect your entitlement to the one-off payment.
BAföG recipients also need to apply for the one-off payment. It is not paid automatically.
