The project basically consists of a sequence of workshops, starting in 2020 and ending in 2023. The initiative will be based on a trust-based approach of exchange with the aim of nurturing a culture of quality and excellence. There will be a core group of representatives from all universities participating in the project, which will meet over the length of the project to discuss possibilities for change and next steps. There will be the rectors (or vice-rectors), deans and management staffs from the participating Indonesian universities.
The design implies inputs both from national and international experts, which then will be used by the mentored group to work on specific projects based on the well-established change management tool called “Project Action Plan” (PAP).
The following sequence of activities is planned, consisting basically of an approach where a meeting with representatives from all participating universities is followed by a field visit, and having three rounds of such.
OPENING CONFERENCE IN FALL 2020
The sequence of activities will start in fall 2020. It will be a five-day conference, organized at UKDW in Yogyakarta and comprising three phases whereas the first phase is a one-day workshop with experts on the training methods, the second phase is a meeting with the leadership of UKDW, and, the last two days will be a conference with all participating universities.

FIRST VISIT OF THE THREE NATIONAL PARTNER UNIVERSITIES IN SPRING 2021
The next step will be visits of the three national partner universities. Each university will be visited by a team of three experts, consisting of one lead expert and two experts from Indonesia, from the Philippines or from Germany. The aim of the visits is an in-depth-analysis of the problems and discussion of the PAPs of the local deans and management staffs identified in the previous meeting.
SECOND CONFERENCE IN YOGYAKARTA IN FALL 2021
There will be a second conference at UKDW in Yogyakarta, then consisting of two parts. In the first two days the leadership of UKDW, the rectors of the three national partner universities and the expert team meet and discuss the PAP progress aiming at the institutional accreditation of UKDW, challenges, and innovations. The second part is again a joint conference for the representatives from all participating universities. The leadership of UKDW will present the draft of the institutional accreditation form that will be submitted in the beginning of 2022. The three national partner universities will learn how to manage their potentials and problems in order to prepare for the accreditation of their institutional. The results of the PAP implemented over the last year will be discussed and new PAP topics will be negotiated.
SECOND VISIT OF THE THREE NATIONAL PARTNER UNIVERSITIES IN SPRING 2022
There will be a second round of the visits to the three national partner universities. Again, each university will be visited by a team of three experts, consisting of one lead expert and two experts from Indonesia, the Philippines or from Germany. The aim of the visit is an in-depth-analysis of the challenges in PAPs implementation and discussion with the local deans and management staffs to identify possible solutions and needed supports.
THIRD CONFERENCE IN YOGYAKARTA IN FALL 2022
This conference will include discussion about the results of the institutional accreditation of UKDW and will help to identify solutions of the problems found by the assessment of the institutional accreditation form by the National Accreditation Agency for Higher Education (BAN-PT). The second part will focus on the three national partner universities and will provide for space to discuss the PAP-results.
In addition, the leadership will present their plans for their own institutional assessment.
FINAL CONFERENCE IN YOGYAKARTA IN FALL 2023
During the final conference at UKDW in Yogyakarta the leadership of the three national partner universities will present the progress of the improvement related to the required aspects of their institutional accreditation. These universities should be prepared to submit the institutional accreditation form to the National Accreditation Agency for Higher Education (BAN-PT). The follow up activities will take place and the overall project evaluation will be conducted. The mentorship scheme for UKDW towards the three national partner universities will be discussed and proposals for a replication of the mentoring approach will be discussed, and potentially a list of recommendations on how to mentor new and young universities will be adopted.
