Opening Conference 2020
ONLINE OPENING CONFERENCE NOVEMBER 2020
The Opening Conference of the project set to take place in Yogyakarta, Indonesia in November 2020 has been cancelled due to COVID-19. The project committe has decided and agreed to hold the first conference online. The key objective of the event is to bring together a group of 20 participants consisting of rectors, vice rectors, deans and management staff from four Indonesian private universities and to support them to improve their educational quality standard in the university landscape in Indonesia. Moreover, the conference will give opportunity for the experts and participating universities to exchange interactively on their expertise and experience on the following topics; leadership, quality assurance and human resource management.
The opening conference 2020 is split in two phases:
- Phase I : November 2nd, 4th and 6th with the focus on the Universitas Kristen Duta Wacana, Yogyakarta. All session is held in English.
- Phase II: November 9th, 11th, and 13th with the focus on three partners (Universitas Kristen Wira Wacana in Sumba, Universitas Halmahera in Maluku, and Universitas Ottow Geissler in Papua). All session is held in Indonesian language.
PHASE I

Prof. Dr. Peter Mayer as a project director and Ir. Henry Feriadi as a rector of Universitas Kristen Duta Wacana open the conference and welcome all participants. Prof Mayer gives briefly introduction and overview of the joint project DIES - partnerships with higher education institutions in Indonesia supported by the DAAD.
There will be a presentation on leadership by Prof. Dr. Peter Mayer, followed by the best practice example on leadership presented by Dr. Gladys Nivera from the Philippine Normal University. After this session, colleagues from Universitas Kristen Duta Wacana (UKDW) will share the current situation on the leadership at their university, which will be discussed accordingly.
In the third part of this session, there will be an introduction of the “Project Action Plan” as a project management tool by Prof. Dr. Peter Mayer and Prof. Dr. Duu Sheng from Multimedia University, Malaysia. Please reflect in advance what kind of project you want to accomplish within this joint project.
Lastly, Prof. Dr. Leenawaty Limantara will summarize this first Zoom session into Bahasa Indonesia for the participants from the three partner universities.

Before our session, please watch the video on “Quality Management in Higher Education” provided in our cloud. At the beginning, every participant gives one comment on the three questions on leaderships given by Prof. Dr. Peter Mayer from the first workshop. Afterwards, there will be a theoretical Input in Quality Assurance by Prof. Dr. Mayer, and followed by a case study on the design of an internal quality management system at Multimedia University in Malaysia. This will be followed by having some inputs from UKDW and will discuss the quality assurance issue within the university. Dr. Nemuel Pah will summarize the presentations into Bahasa Indonesia. Dr.-Ing. Wiyatiningsih will hold the last session by giving the presentation of PAP.

PHASE II

The workshop will be started with a presentation to share the portrait of the 2020 Higher Education clustering made by the Ministry of Education and Culture of the Republic of Indonesia, with the highlight on the workshop participants’ university data and the important criteria for clustering. Good practices are presented by comparing the Universitas Pembangunan Jaya baseline in 2015 and how through leadership that focuses on several strategic issues such as the comparative advantage (unique selling point) of Higher Education, Resources (Human Resources, Finance, and infrastructure), Internal Quality Assurance System, and Research is able to move institutions to upgrade from year to year. The presentation will be inserted with the philosophy of leadership, values, strategies and program implementation that are able to move the organization to make continuous improvement. This first session is an introduction to the second day (IQA) and third day (Academic excellence of Human resource as the backbone of organization) workshops. Participants will then be invited to discuss the challenges and opportunities for leadership in their respective tertiary institutions, the strategic roles that leaders can play, and related things that leaders can and should not do (the do and don't). Participants are invited to reflect and know exactly what the strengths and weaknesses of their leadership are and the impact of their leadership on the organization they lead. Participants will also be invited to have a future vision, have clear bench marking, what kind of ideal university model to develop and what important factors should be prioritized to initiate change. The workshop will highlight the meaning of “Man behind the gun”, leadership quality, and how leaders should contribute significantly.

Academic quality is one of the main factors determining the quality of a university. We will start from understanding the significance of academic quality assurance for our universities and the determinants of academic quality from a university. This section also discusses an overview of the National Higher Education Standards, especially those related to academic quality standards (PPEPP). Participants will discuss systematic and cultural constraints in an effort to improve academic quality at each university. Participants will be invited to evaluate the quality culture in their respective universities. This session will explain experiences, constraints, and best-practices from several universities in implementing the quality assurance system and how it impacts the quality of higher education as a whole. Participants will continue with a discussion session to try to formulate strategies to build academic quality assurance in higher education.

Theodore Roosevelt once said, “The truth is that any good modern rifle is good enough. The determining factor is the man behind the gun”. This is also true in the higher education business, whereas reliable human resources in the academic field are the backbone of the creation of quality academic processes and conditions. But how can I raise and make quality human resources that I lead? This workshop will be started with the speaker’s cases example sharing taken from his experience as the Director of the MRCPP Research Center at Ma Chung University, from which originally had 3 human resources (1 diploma/D3, 1 bachelor/S1, and 1 doctor/S3) and an 18 m2 laboratory in 2011. Then it was developed intensively in 2014 to become the Center of Excellence in Higher Education Science and Technology (PUI-PT) from the first private universities in Indonesia in 2015. The joys and sorrows behind hard work and dreams will be shared, as well as strategies and technical work practices that prioritize the superior quality that has been used to achieve PUI-PT which was successfully obtained in just 1 year. Participants are then invited to actively discuss the human resource management evaluation that has been carried out. Then focus on mapping the strategic steps as well as output-based technical measures to improve the academic quality of human resources. The importance of changing the superior culture of human resources will be inserted, "whatever is true, whatever is noble, whatever is right, whatever is pure, whatever is lovely, whatever is admirable - if anything is excellent or praiseworthy - think about such things" Philippians 4: 8). After the break, each group will present a reflection on the theme of human resources with concrete steps to be taken and receive 360-degree suggestions and responses from the speakers.
